In the Garland community where Dr. Miller resides, she chairs the Garland NAACP Education Committee, the ACT-SO Scholarship competition, serves on the Garland ISD Multi-Ethnic Committee; she is the Garland NAACP Youth Advisor and is a member of the Garland Cultural Arts Commission Advisory Group. Her service embraces not only the A&M-Commerce campus but local, state, national and international efforts to address the education of the underserved advanced learner. Miller chairs and serves as a member of numerous dissertation committees in secondary and higher education, educational leadership and curriculum and instruction.

Miller's scholarship is characterized by publications addressing gifted education, multiculturalism and teacher effectiveness in the International Journal of Humanities and Social Science, the Journal of Education and Human Development, the TEMPO, the Encyclopedia for Educational Psychology and the Encyclopedia for African American Education; over 60 presentations in the areas of gifted education and online instruction have been made for the National Association for Gifted Children, the Texas Association for Gifted and Talented, the Texas Association for Supervision and Curriculum Development and the World Council for Gifted and Talented Children with international conference presentations in Denmark, Sydney, Australia and Slovenia. In addition, Miller has served as a member of the TEMPO Editorial Board and holds the copyright for the Cultural Responsive Learning Environment Rating Scale (CRLE Rating Scale) which has been cited in doctoral dissertations.

Miller developed the gifted education program at A&M-Commerce. This program has been in existence since the early 80s; many graduates of the program are now leaders in gifted education in public schools, colleges and universities, state and regional agencies in Texas, and nationally. The program began with a $32,000 grant from the Meadows Foundation in Dallas. The grant was used to provide a summer residential camp and Saturday seminars for high school gifted and talented students who were nominated by their high school principals and teachers. Today, the Middle School and High School Academic Enrichment Saturday Seminars that began in the 80s continue and are held at the Mesquite Metroplex Center and on the A&M-Commerce campus.

Over the years, Miller's university service has included membership on the Graduate Council, the Faculty Development Leave Committee, the Faculty Development and Grants Committee, College of Education Tenure and Promotion Committee, and Commencement Committee; she has served on numerous search committees, the University Hearing and Appeal Board, the Distinguished Alumnus Committee and the Institutional Effectiveness Committee. Presently, Miller is a member of the Faculty Senate Curriculum Committee, the Honors College Committee and the Academic and Student Affairs Technology Committee. She also is the faculty advisor for the NAACP A&M-Commerce College Chapter and secretary of the Texas Association of Black Personnel in Higher Education.
